Introduction

Electricidade de Moçambique, E.P (EDM) has been working with Electricity Supply Corporation of Malawi (ESCOM)     following the Intergovernmental Agreement signed between the Governments of Mozambique and Malawi in April 2013 with the aim to establish a transmission link between the two countries to meet increasing electricity demand in Malawi and create opportunities for trading in the Southern African Power Pool through a project called Mozambique-Malawi Regional Interconnector Project (MOMA).

MOMA project is jointly financed by the World Bank administered Norwegian Trust Fund, the World Bank, the European Union, and German Financial Cooperation through KfW. Its preparation process now under completion, it includes the preparation of the Resettlement Action Plan documents that are available for public consultation by interested or Affected People.

Project Description

The project is part of an ongoing regional energy integration process, with the objective to promote and enhance electricity trade with neighboring countries, and improve the power security and reliability of supply on Mozambique’s Network.  MOMA includes construction of a 400 kV transmission power line from the existing Matambo substation (Changara District, Tete Province, Mozambique) to the existing Phombeya substation (Balaka District, Southern Region, Malawi).  In Mozambique side, the project will require the construction of a 400 kV power transmission line over 142 km, crossing the districts of Changara, Moatize, and Cidade de Tete, as well as construction of access and maintenance roads along the power line including an upgrade/extension of the Matambo substation from 220kV to 400kVThe Project components in Mozambique are:

  • The Matambo substation extension area, which needs to be completely cleared prior to construction;
  • The Matambo – Malawian border right-of-way (ROW): a 50 m wide and 142 km long portion of the 400 kV transmission line, covering the entire Mozambican stretch of the interconnector;
  • The realignment of Road 258: a 4.5 km section of Road 258, from the EN7 to the north-west of the Matambo substation. This realignment is necessary for the extension of the Matambo substation;
  • Worker camps and access roads, however, their surface and location are likely to remain unknown until Construction Contractors are identified ahead of construction.

Impacts on Land Use and Mitigations

Project construction and operation will require physical resettlement and, to that end, a Resettlement Plan (RP) and a Resettlement Action Implementation Plan (RAIP) were prepared seeking to predict and mitigate the impacts of land use in all affected districts.  Subsequently, implementation of the Compensation Plan is due to be started.

Additionally, a Community Development Plan (CDP) will be prepared as a standalone complementary document.

EDM invites all interested parties to consult the MOMA Resettlement Plan and the MOMA Resettlement Action Implementation Plan in Maputo or Tete, by simply checking the website, requesting by email or consulting in physical format at EDM's premises listed below.

 

The RP and a RAIP documents will be available for consultation from 20 September 2021 during the normal business hours.
