1. The Republic of Mozambique has received financing from the World Bank (WB) towards the cost of the Temane Regional Transmission Project (TREP), and intends to apply part of the proceeds towards payments under the Contract for:
· Design, Supply, Delivery to Site, Site Supervision and Installation, Testing, Commissioning and Handing Over of 400 kV Line- & Bus Reactors and 400 kV Power Transformers for Temane Transmission Project (TTP), Lot 3.
For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit.
2. Sociedade Nacional de Transport de Energia (SNTE) now invites sealed Bids from eligible Bidders for:
a. Design, Supply, Delivery to Site, Site Supervision and Installation, Testing, Commissioning and Handing Over of 400 kV, one (1) 100 MVAr Line Reactor (three single phase units), one (1) 100 MVAr Busbar reactor (three single phase units) and 400/110/33 kV, 50/50/0,5 MVA 3x single Phase Power Transformer with a fourth optional unit for a new AIS Substation at Vilanculos.
b. Design, Supply, Delivery to Site, Site Supervision and Installation, Testing, Commissioning and Handing Over of 400 kV, two (2) 100 MVAr Line Reactors (each reactor being three single phase units), one (1) 100 MVAr Bus Reactor (three single phase units) and 400/275/33 kV, 50/50/0,5 MVA, 3 x single Phase Power Transformer with a fourth optional unit for a new AIS substation at Chibuto.
c) Design, Supply, Delivery to Site, Site Supervision and Installation, Testing, Commissioning and Handing Over of 400/66/33 kV, 133/133/0,5 MVA, 4 x single Phase Power Transformers (out of which one unit is spare) for a new AIS substation at Matalane.
d) The transformer and reactor foundations and other related civil works such as roads, fire walls, cable tranches etc within the substation area shall be designed and constructed under a separate Lot based upon detail design data provided by the transformer/reactor contractor under this Lot 3.
e) Training of Employer’s personnel and the supply of mandatory and recommended spare material and equipment for the transformers and reactors.~
f) All transformers and reactors supplied under this Lot 3 shall be designed, supplied, delivered, installed and pre-commissioned within 24 months of the contract commencement date
3. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank's "Procurement Regulations for IPF Borrowers" July 2016), Revised November 2017 and August 2018 ("Procurement Regulations"), and is open to all eligible Bidders as defined in the Procurement Regulations.

Replies to clarifications requested by bidders will not be emailed directly to bidders. All responses to clarifications will be posted in the above linked file on the EDM website and bidders are solely responsible for monitoring the website during the bidding process for all notifications with respect to this RFB.
6. Bids must be delivered to the address below on or before 25th May 2020, 15:00 local time. Electronic bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders' designated representatives and anyone who chooses to attend at the address below on 25th May 2020, 15:00 local time.
7. All Bids must be accompanied by a Bid Securing Declaration.
8. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
