The economic development of the country is dependent on the existing and available electric energy, whose generation and transmission call for big investments.
The State, its institutions and further public law collective persons play a determinant action, and as for the private initiative, they have an important role in the national electric network development.
Taking into consideration that it is necessary to provide the Mozambican judiciary with a basic regulator instrument of electric energy generation, transmission, distribution and commercialization activities, under the cover of the provisions of number 1 of Article 135 of the Constitution, the National Parliament determines:
