The long-term development of the Mozambique electricity sector and the EDM network is elaborated in the recently completed Electricity Master Plan covering the period 2014 to 2029.

Within the ambit of the approved long-term development strategy and direction of the electricity sector, a Short-Term Investment Programme (STIP) has been defined.

The objective of the STIP is to define, finance and implement a programme of short-term priority measures that will alleviate the most critical supply constraints in the EDM transmission grid, thereby promoting and facilitating much needed economic growth and social development. Due to the urgency involved, EDM has decided on a strategy to package several priority transmission system investments (and some limited associated distribution level investments) into one single programme, to facilitate effective finance mobilisation and well-coordinated and timely implementation.

The services of the present project must be rendered for Beira and surrounding areas in the Sofala province of Mozambique. When cyclone Idai hit Mozambique in March 2019, the energy related infrastructure in Beira and surrounding area were severely damaged. To facilitate a quick response to the crisis, the Norwegian Government committed extra funds to support the restoration and rehabilitation electricity supply in Beira and surrounding area through the STIP framework.

The purpose of the consultancy services is primarily to assist the EDM STIP team with preparing the necessary design specifications and tender documentation and assist during the contracting process for the projects components as specified including the permanent supervision of construction works.

The project is financed by the Norwegian Ministry of Foreign Affairs and the Government of Mozambique.

 

Scope of the work

The works include Design, Engineering, Manufacturing, Supply, Construction, Testing and Commissioning for STIP Lot C.

· Rehabilitation of 110/22 kV Munhava and SE2 Estoril Substations

* Replacement of 22 kV Switchgear;

* Replacement of 6.6 kV Switchgear;

* Refurbishment and upgrade of the building housing the 22 kV and 6.6 kV cubicles and the control room;

* New protection and control equipment for the new 22 kV and 6.6 kV Switchgears;

* New local SCADA system to control and supervise the new 22 kV and 6.6 kV switchgears;

* New metering equipment for the new 22 kV and 6.6 kV Switchgears;

* Replacement of the existing 110V DC auxiliary services equipment.

 

· Rehabilitation of 22/6.6 kV SE2 Estoril Substation in Beira

* Replacement of 22 kV Switchgear;

* Replacement of 6.6 kV Switchgear;

* Replacement of 22/6.6 kV, 5 MVA transformer;

* Refurbishment and upgrade of the building housing the 22 kV and 6.6 kV cubicles and the control room;

* New protection and control equipment for the new 22 kV and 6.6 kV Switchgears;

* New metering equipment for the new 22 kV and 6.6 kV Switchgears;

* Replacement of the existing auxiliary services equipment including supply of a new substation auxiliary transformer;

 

· Distribution Network Expansion, medium and Low voltage

* Reinforcement and Extension of Beira and surrounding areas distribution Network;

* 1500 plus Customers Service Connections;

* Street Lightning;

 

Tender Security:

The Tenderer shall furnish a Tender Security (Tender Guarantee) in EURO in the amount of EUR 300.000 (Euro three hundred thousand). The validity period of tender is 120 days and that of tender security is 150 days after tender submission deadline.

 

Purchasing of Tender Documents:

A complete set of bidding documents (on USB) in English may be purchased by interested applicants at the address below and upon payment of a non-refundable fee of EUR 300 or in a freely convertible currency. The payment shall be made in cash to (EdM’s Central Treasury Department – Tesouraria Central da EDM at Avenida Agostinho Neto N.70, Maputo Mozambique) or by wire transfer to EDM, EP account at the address below. The tenderer himself or his agent shall collect the Tender Documents (soft copy on a USB stick) at the Employer’s office from 8:30h to 15:30h in normal working days.

The tender documents may also be obtained by download of soft copies from a dedicated internet server. The access will be communicated to Tenderer upon proof of payment; the Tenderer shall transmit a copy of Bank Payment Slip and his e-mail address to the e-mails bellow.
