1. The Republic of Mozambique has received financing from the World Bank (WB) toward the cost of the Temane Reginal Transmission Project (TREP), and intends to apply part of the proceeds toward payments under the Contract for: Plant, Design, Supply & Installation, Testing and Commissioning of 400 kV AIS Substations for Temane Transmission Project (TTP), Lot 1.

The Contract will be co-financed by the Government of Norway (GoN). The procurement process will be governed by the World Bank's Procurement Regulations.

For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit."

2. Sociedade Nacional de Transporte de Energia (SNTE) now invites sealed Bids from eligible Bidders for:

a) Plant, Design, Supply & Installation, Testing and Commissioning of a new 400/110 kV AIS Substation in Vilanculos, to be equipped with a 400 kV double busbar, and 110 kV double busbar system, by providing all necessary HV, MV and LV equipment including protection, metering, SCMS, SCADA, telecommunication, auxiliaries and all steel structures, foundations, cable ducts and all other associated works as per requirements to complete. Civil works include foundations for one 100 MVAr line reactor (three single phase units), one 100 MVAr bus reactor (three single phase units) and 400/110 kV, 3 x single phase 50 MVA power transformers (four foundations including a fourth foundation for a spare transformer unit to be constructed by the Contractor).

b) Plant, Design, Supply & Installation, Testing and Commissioning of a new 400/275 kV AIS Substation in Chibuto, to be equipped with a 400 kV double busbar, and a 110 kV double busbar system, by providing all necessary HV, MV and LV equipment including protection, metering, SCMS, SCADA, telecommunication, auxiliaries and all steel structures, foundations, cable ducts and all other associated works as per requirements to complete. Civil works include foundations for two 100 MVAr line reactor (2 x 3 x single phase units), one 100 MVAr bus reactor (3 x single phase units) and 400/275 kV, 3 x single phase 50 MVA power transformer foundations (four foundations including a fourth foundation for a spare transformer unit to be constructed by the Contractor).

c) Plant, Design, Supply & Installation, Testing and Commissioning of a new 400/66 kV AIS Substation in Matalane, to be equipped with a 400 kV double busbar, 2 x 400 kV line bays, 1 x 400 kV transformer bay, by providing all necessary HV, MV and LV equipment including protection, metering, SCMS, SCADA and telecommunication and all steel structures, foundations, cable ducts and all other associated works as per requirements to complete. Civil works include foundations for 400/66 kV, 4 x single phase 133,33 MVA power transformers.

d) Plant, Design, Supply & Installation, Testing and Commissioning of a new 400 kV AIS Substation extension at Maputo Substation, to be equipped with a 400 kV double busbar and transfer bus bar extension, 400 kV bus coupler bay, one 400 kV line bay to Matalane, by providing all necessary HV equipment including protection, metering, SCMS, SCADA and telecommunication and all steel structures, foundations, cable ducts, fencing and all other associated works as per requirements to complete. Civil works include earthworks for filling up of the extension area and levelling with the existing substation area.

All substations must be completed within 24 months from the Commencement Date.

e) Training of Employer's personnel, supply of mandatory and recommended spare material and equipment, for substation equipment.

f) Reactors for Vilanculos and Chibuto substations and power transformers for Vilanculos, Chibuto and Matalane substations will be designed, supplied and installed under a separate Lot (all as 3 x single phase units)

g) Statcoms/SVC’s located within the Vilanculos and Chibuto substations) shall be designed, supplied and installed under a separate Lot.

3. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank's "Procurement Regulations for IPF Borrowers" (July 2016), Revised November 2017 and August 2018 ("Procurement Regulations"), and is open to all eligible Bidders as defined in the Procurement Regulations.

Replies to clarifications requested by bidders will not be emailed directly to bidders. All responses to clarifications will be posted in the above linked file on the EDM website and bidders are solely responsible for monitoring the website during the bidding process for all notifications with respect to this RFB.

 

6. Bids must be delivered to the address below on or before 25th May 2020, 11:00 local time. Electronic bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders' designated representatives and anyone who chooses to attend at the address below on 25th May 2020, 11:00 local time.

7. All Bids must be accompanied by a Bid-Securing Declaration.

8. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
