1. The Republic of Mozambique has received financing from the World Bank (WB) and African Development Bank (AfDB) toward the cost of the Termane Reginal Transmission Project (TREP), and intends to apply part of the proceeds toward payments under the Contract for:

 

· Plant Design, Supply, and Installation, Testing and Commissioning of SVC / STATCOM / Hybrid STATCOM for Temane Transmission Project (TTP), Lot 2.

 

The Contract will be jointly financed by the African Development Bank (AfDB). The procurement process will be governed by the World Bank's Procurement Regulations.

 

For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit.

 

For the portion of the contract to be financed by the AfDB, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the AfDB’s Bank’s Disbursement Handbook except for those payments, which the contract provides to be made through a Reimbursement Guarantee.

 

2.   Sociedade Nacional de Transporte de Energia (SNTE) now invites sealed Bids from eligible Bidders for:

 

a. Plant Design, Supply, Installation, Testing (including RTDSTM), Commissioning, Performance Verification of one (1) -150 MVAr (Capacitive) and +150 MVAr (Inductive), 400 kV Static Synchronous Compensator (STATCOM) or as alternatives, a Hybrid STATCOM system or Static Var Compensator (SVC) system  of the new 400/110 kV AIS Substation in Vilanculos, with  associated 400/x power transformers, MV equipment, protection, control, SCADA, auxiliaries, steel structures, foundations, cable ducts, control building, valve / cooling building and all other works and services relating to a successful installation and operation of the SVC/STATCOM/Hybrid STATCOM system.

 

The Vilanculos SVC / STATCOM / Hybrid STATCOM EHV is required to be complete within a period of 24 months.

 

b. Plant Design, Supply, Installation, Testing (including RTDSTM), Commissioning, Performance Verification of one (1) -150 MVAr (Capacitive) and +150 MVAr (Inductive), 400 kV Static Synchronous Compensator (STATCOM) or as alternatives, a Hybrid STATCOM system or Static Var Compensator (SVC) system  of the new 400/275 kV AIS Substation in Chibuto, with  associated 400/x power transformers, MV equipment, protection, control, SCADA, auxiliaries, steel structures, foundations, cable ducts, control building, valve / cooling building and all other works and services relating to a successful installation and operation of the SVC/STATCOM/Hybrid STATCOM system.

 

The Chibuto SVC/STATCOM / Hybrid STATCOM EHV is required to be complete within a period of 24 months.

 

c. Training of Employer's personnel and supply of mandatory and recommended spare material and equipment for SVC/STATCOM and associated works.

 

3.   Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank's "Procurement Regulations for IPF Borrowers" (July 2016), Revised November 2017 and August 2018, ("Procurement Regulations"), and is open to all eligible Bidders as defined in the Procurement Regulations.

Replies to clarifications requested by bidders will not be emailed directly to bidders. All responses to clarifications will be posted in the above linked file on the EDM website and bidders are solely responsible for monitoring the website during the bidding process for all notifications with respect to this RFB.

 

6.   Bids must be delivered to the address below on or before 25th May 2020, 13:00 local time. Electronic bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders' designated representatives and anyone who chooses to attend at the address below on 25th May 2020, 13:00 local time.

 

7.   All Bids must be accompanied by a Bid Securing Declaration.

 

8.  Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
