Assignment Title: Consulting Services for Monitoring and Evaluation (M&E) Officer for Mozambican Portion of the Project

Reference No. I15-MOMA/2021

The Governments of Mozambique has received a Financing from the World Bank administered Norwegian Trust Fund, the World Bank (WB), the European Union, and German Financial Cooperation through KfW toward the cost of the Mozambique – Malawi (MOMA) Regional Interconnector Project and intends to apply part of the proceeds for Consulting Services for Monitoring and Evaluation (M&E) Officer of the Mozambican portion of the Projects.

The Electricidade de Moçambique, E.P (EDM), the Implementing Agency of the Project, seeks the services of an individual consultant to provide dedicated assistance to the EDM Project Implementation Unit (PIU) in all the M&E activities of the Mozambican related part of the MOMA Project. Also, the M&E officer shall compile the M&E report and shall detail all findings related to different ongoing activities of the Mozambican part of the Project. The Consultant will work closely with the owner’s Engineer and will report directly to the Project Manager for the Mozambique – Malawi Regional Interconnection Project, having the assignment a duration of twenty-four (24) months in a Time-Base contract under the MOMA Project.

The Consultant to be selected shall be a Certified M&E Expert by a Reputable International Institution with experience in carrying out successful Training Programs in M&E to officials from organizations implementing Infrastructures Projects funded by International Financial Institutions (IFIs) or other related institutions. Experience with World Bank financed projects is necessary to carry out the assignment.

EDM now invites eligible Individual Consultants to indicate their interest in providing the Services. The interested Consultants should provide CV demonstrating that they have the required qualifications and relevant experience to perform the Services. The criteria to select the qualified consultant are: (i) Minimum of Bachelor’s Degree in Electrical Engineering, Economics or equivalent areas of expertise with proven extensive experience of at least 10 years at international level in investment operations for high voltage electricity transmission systems; (ii) Knowledge of current Mozambican regulations of the energy sector as well as project/program planning and/or implementation will be an added advantage (iii) The Consultant must have a broad experience with donor-funded government projects, preferably in Sub-Saharan Africa; (iv) Experience with WB financed projects, in order for the same to be familiarized with the WB requirements in terms of Financial Management, Procurement and Safeguards. Profound knowledge of Word Bank (IDA) operational procedures and regulations is essential; (v) The Consultant must have carried out at least one M&E assignment for similar projects.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers January 2011 edition, revised July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

The Consultant will be selected under Individual Consultant Selection (INDV) Procurement Method set out in the Consultant Guidelines.
