The Government of Mozambique hereinafter called “Borrower” has received financing from the International Development Association (IDA) (the “Bank”) toward the cost of the POWER EFFICIENCY AND RELIABILITY IMPROVEMENT PROJECT (PERIP), and intends to apply part of the proceeds toward payments under the following two contracts:

· Lot 4: Rehabilitation of Distribution Networks at Maputo and Matola (Medium and Low Voltage Systems)

· Lot 5: Rehabilitation of Distribution Networks at Nacala (Medium and Low Voltage Systems)

The Electricidade de Moçambique, E.P (EDM) now invites sealed bids from eligible Bidders for Lot 4 and Lot 5

Lot 4:

The Works of Lot 4 of the PERIP project are located in the cities of Maputo and Matola in the south of Mozambique and consist of Rehabilitation of Distribution Network at 0.4, 11 and 33 kV voltage level.

The scope of Works for Maputo includes the following:

· Replacement of faulty 11 kV cables including disconnection and removal of replaced cables within substation (SS) premises; faulty buried cables outside SS premises in principle should not be removed

· 33kV Line Reconstruction (build a new lines in the same route to replace existing lines)

· Upgrade of existing 33 kV Lines (change to bigger conductors on existing structures)

· LV Network rehabilitation

In Marracuene, the works involve the upgrade of the distribution network in three neighbourhoods. The works shall also include extension of service to 6.000 new consumers, and complete survey of all potential consumers in the area.

Lot 5:

The scope of works for Nacala includes the following:

· Replacement of 11 kV cables including disconnection and removal of replaced cables within substation premises; faulty buried cables outside SS premises in principle should not be removed

· Upgrade of existing 33 kV Lines

· 11/33kV Line reconstruction (completely new line to replace existing one)

· LV Network rehabilitation

In Nacala the works involve the upgrade of the distribution network in seven neighbourhoods (Ontupaia, Mocone, Mathapue, Mucuaipa, Naherrengue, Triangulo and Tielela). The works shall also include extension of service to 5.000 new consumers, and complete survey of all potential consumers.

Bidding will be conducted through the International Competitive Bidding procedures as specified in the World Bank’s Guidelines: Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers January 2011, revised July 2014 (“Procurement Guidelines”), and is open to all eligible bidders as defined in the Procurement Guidelines.
