EXPRESSION OF INTEREST TECHNICAL ASSISTANCE TO EDM IN RELATION TO DEVELOPMENT OF MEDIUM AND LARGE POWER GENERATION AND TRANSMISSION INFRASTRUCTURE IN MOZAMBIQUE AND ENHANCEMENT OF EDM SUSTAINABILITY IN THIS AREA

The Republic of Mozambique has received financing from the Kingdom of Norway.

1. The Government of Mozambique (GoM) intends to use these funds to continue with Technical Assistance (TA) to Electricidade de Moçambique, E.P., related to development of large generation and transmission projects in Mozambique and enhancement of EDM capability and sustainability in this area. The TA is also envisaged to support EDM in various competitive procurement initiatives for renewable energy.

2. Priority Generation and Transmission investment projects to be actively supported by the TA, but not limited to, are:

· Central Térmica de Temane (CTT), a 420 MW.

· Temane Transmission Project (TTP).

· Tetereane solar PV project (15 MW)

· Cuamba PV Solar project 30MW;

· Mecufi PV solar project 20MW;

· Nacala power ship project for which conversion from oil to natural gas is planned for future operation.

· 20 MW Massingir hydropower project which is under structuring and development.

 

3. Other investment projects that may be supported by the TA include:

· Smaller-scale grid-connected renewable energy projects that are competitively procured under the PROLER and GET FiT initiatives.

· Mphanda Nkuwa (1500 MW), Cahora Bassa North Bank (1,250 MW), Boroma (165 MW), Lupata (520 MW), Lurio (120 MW) and Tsate (50 MW) hydropower projects

· Other renewable energy (wind, biomass and biogas) that may benefit from support under this TA, namely Namaacha (60MW), Tete (60MW), Inhambane (30MW), Zitundo (30MW), Nicoadala (30MW), Manica and Gaza (30MW).

· Other Gas, Solar, transmissions and wind farm projects within conceptual phase that may gain expression during the contract period.

4. An important objective of this TA is to contribute to EDM sustainability in all facets of project development to reduce dependence on external advisors. Capacity building and skills development is particularly required in the areas of

· In-house legal and commercial competence related to power generation and transmission projects where EDM participates as co-investor or off-taker

· Financial modelling and analysis

· Commercial structuring and negotiation of key commercial terms of ordinary investment projects

· Project finance structuring, including negotiation of financing term sheets

· Critically reviewing project cost estimates, technical and financial assumptions, and proposed tariff arrangements

This is to be achieved through on-the-job training and structured hands-on involvement of EDM personnel in investment project development, but also by way of focused training interventions.

5. The TA will be used to draw on the selected Consultant's expertise and experience to complement EDM's business capacity in relation to assessing, promoting, structuring, negotiating, financing and development of investment projects as indicated above. The consultancy services are in the first instance expected to support EDM in becoming less dependent on external advisors, by:

· Guiding EDM personnel in developing, structuring and implementing large generation and transmission projects;

· Supporting EDM personnel in gaining confidence in negotiating deals with developers and financiers;

· Facilitating competence among EDM personnel in advanced financial analysis and commercial structuring of investment projects

6. The duration of the assignment is expected to be for a 42-month period with commencement in the third quarter 2021.

7. EDM now invites eligible consultants to indicate their interest in providing the services. Firms or joint ventures with an annual turn-over of less than 10 million USD in each of the past three years and less than 50 permanent staff WILL NOT BE ELIGIBLE. Interested firms must provide information that they are qualified to undertake the consultancy services. This should include description of similar assignments previously carried out, experience from power sector project development in Mozambique and the wider SADC region, availability of appropriate skills among key staff, etc., comprehensive CVs indicating appropriate skills shall be enclosed.

8. Consultants will be selected in accordance with the procedures set out in the World Bank's Guidelines: “Selection and Employment of Consultants by World Bank Borrowers”.
