The Government of Mozambique (GoM) hereinafter referred to as “the Borrower” have applied for the Grant funds from International Development Association (IDA) towards the cost of the Power Efficiency and Reliability Improvement Project (PERIP). The funds have been channeled through the national Power Utility, Electricidade de Moçambique, E.P. (EDM) as the Project Implementation Agency. EDM intends to apply part of the funds to payments for recruitment of a Consulting Services specialized firm to recommend EDM an appropriate strategy or set of strategic options on how to best configure its warehouses, how to optimize the transportation network and supply plans, in general how to optimize processes and ensure compliance with procedures and regulations.

The Electricidade de Moçambique, E.P now invites eligible independent consulting firms to indicate their interest to perform the services. Interested consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short listing criteria are: Core business and years in business; description of similar assignments previously carried out; experience in the SADC region or in similar environment shall be attached as supporting documentation for the expression of interest.

The attention of interested Consultants is drawn to paragraph 3.14, 3.16 and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers”, dated July 2016, revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. 

Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.

A Consultant will be selected in accordance with the Quality-and Cost-Based Selection (QCBS) method set out in the Procurement Regulations.

Interested Consulting Firms may obtain further information from 7:30h to 15:30h local time, from Monday to Friday at the addresses indicated below. The detailed Terms of Reference (TOR) for the assignment is available at the EDM website, www.edm.co.mz.

Expression of Interest must be submitted directly or by courier or electronically on/or before 28 October 2020 at 10:00hrs local time, and be clearly marked “Expression of Interest for Consultancy Services for Store Management Redesign and Refurbishment Plan under the PERIP Project.”
