1. Background
The Government of Mozambique, through the Ministry of Finance and Electricidade de Moçambique, E.P. (EDM), is implementing the Mozambique Energy for All Project – Phase II (MEFA II) under a Results-Based Financing (RBF) Operation financed by the African Development Bank (AfDB).
The program supports the Government’s goal of achieving universal access to sustainable and affordable electricity by 2030, through expansion of low- and medium-voltage networks, off-grid and mini-grid systems, and household connections across Mozambique.
2. Purpose of Disclosure
In accordance with the AfDB Disclosure and Access to Information Policy and Mozambique’s Environmental Impact Assessment and Licensing Regulation (Decree No. 54/2025 of 31 December), EDM publicly discloses the Environmental and Social Management Plan (ESMP) annexed to the Financing Agreement (FA-ESMP).
The disclosure ensures transparency and accountability regarding:
• Environmental and social risks and mitigation measures;
• Institutional responsibilities for implementation and supervision;
• Grievance redress mechanisms; and
• Reporting and monitoring arrangements agreed between EDM and the AfDB.
3. Environmental and Social Categorization
The MEFA II Project is classified as Category 2 (Medium Risk), validated in the Integrated Safeguards Tracking System (ISTS) and confirmed in SAP on 21 July 2025.
This categorization reflects that potential risks are localized, short-term, and reversible, and can be effectively mitigated through good engineering and environmental management practices.
4. Scope and Key Components of the FA-ESMP
The FA-ESMP defines the measures and institutional arrangements required to ensure full compliance with both AfDB’s Integrated Safeguards System (ISS) and Mozambique’s environmental and social standards.
It includes:
• A matrix of mitigation actions, performance indicators, and implementation timelines;
• Requirements for site-specific environmental and social instruments (e.g., Contractor ESMPs, OHS Plans, Waste Management Plans);
• Provisions for capacity-building, training, and technical assistance for EDM, PIUs, and contractors;
• A functional Grievance Redress Mechanism (GRM) for affected communities and workers; and
• Procedures for incident reporting, monitoring, and quarterly and annual performance reporting to the AfDB.

5. Monitoring, Reporting and Compliance
EDM is responsible for implementing, monitoring, and reporting the progress of the ESMP actions through:
• Quarterly and annual environmental and social reports submitted to the AfDB;
• Continuous supervision by the Environmental and Social Unit within EDM; and
• Regular public disclosure of progress and incident summaries on EDM’s website.
The AfDB will carry out oversight and compliance monitoring throughout project implementation.
