Título da Consultoria: Auditoria de Conclusão do Plano de Acção de Reassentamento (RAP) cobrindo a componente moçambicana do projecto.

O Governo de Moçambique recebeu um financiamento do Fundo Fiduciário Norueguês administrado pelo Banco Mundial, do Banco Mundial e da Cooperação Financeira Alemã através do KfW, para os custos do Projecto de Interligação Regional Moçambique – Malawi (MOMA) e pretende aplicar parte dos recursos na contratação de serviços de consultoria para a realização da Auditoria de Conclusão do Plano de Acção de Reassentamento (RAP) do Projecto, cobrindo a componente moçambicana.
A componente moçambicana do Projecto MOMA abrangida pela presente consultoria consiste nos seguintes três componentes em fase final de construção:
A linha de transporte de energia de 400kV que parte da Subestação de Matambo, em Tete, até à fronteira com o Malawi, em Zóbuè, com uma extensão aproximada de 142 km;
Construção da nova subestação de 400kV em Matambo, incluindo a extensão da subestação existente de 220kV; e
Realinhamento de um troço de 4,5 km da estrada N301.
Os serviços de consultoria (“os Serviços”) consistem na realização da Auditoria de Conclusão do RAP. O objectivo geral da auditoria é determinar se o planeamento, a implementação e os resultados das actividades de reassentamento estão em conformidade com a Política Operacional do Banco Mundial OP 4.12 sobre Reassentamento Involuntário, e verificar se as medidas de reassentamento e de restauração dos meios de subsistência foram implementadas de forma a permitir que as Pessoas Afectadas pelo Projecto (PAPs) restabeleçam ou melhorem os seus meios de subsistência e níveis de vida em comparação com as condições anteriores ao projecto. A auditoria deverá igualmente confirmar se todos os compromissos do RAP foram integralmente implementados ou identificar quaisquer acções correctivas pendentes necessárias para assegurar a plena conformidade.

A Electricidade de Moçambique, E.P. (EDM, E.P.) convida, por este meio, empresas de consultoria elegíveis (“Consultores”) a manifestarem o seu interesse em prestar os Serviços. Os Consultores interessados deverão fornecer informação demonstrando que possuem as qualificações e experiência relevantes para executar os Serviços. Os critérios de pré-selecção para a lista curta são os seguintes:
(i) Pelo menos dez (10) anos de experiência na implementação de actividades relacionadas com RAP, incluindo auditorias na área social;
(ii) Conhecimento comprovado do quadro regulamentar nacional (moçambicano) de salvaguardas e de normas internacionais, tais como as normas ambientais e sociais do Grupo Banco Mundial ou de bancos regionais de desenvolvimento;
(iii) Descrição de pelo menos três (3) contratos de natureza e dimensão semelhantes, executados nos últimos 10 anos, demonstrando experiência relevante do consultor para a presente consultoria.
A informação acima deverá ser anexada como documentação de suporte à Manifestação de Interesse. Os Especialistas-Chave não serão avaliados nesta fase de pré-selecção.
Chama-se a atenção dos Consultores interessados para a Secção III, parágrafos 3.13, 3.15 e 3.16 do Regulamento de Aquisições para Mutuários de Financiamento de Projectos de Investimento (IPF) do Banco Mundial, edição de fevereiro de 2025 (“Regulamento de Aquisições”), que estabelece a política do Banco Mundial sobre conflitos de interesse.
Os Consultores podem associar-se a outras firmas para reforçar as suas qualificações, devendo indicar claramente se a associação assume a forma de joint venture e/ou subconsultoria. No caso de uma joint venture, todos os parceiros serão conjunta e solidariamente responsáveis pela execução total do contrato, caso sejam seleccionados.
O Consultor será seleccionado de acordo com o método de Selecção Baseada nas Qualificações do Consultor (CQS), estabelecido no Regulamento de Aquisições.

Assignment Title: Resettlement Action Plan completion audit covering Mozambique side of the project.

The Government of Mozambique has received a Financing from the World Bank administered Norwegian Trust Fund, the World Bank and the German Financial Cooperation through KfW toward the cost of the Mozambique - Malawi Regional Interconnector Project (MOMA) and intends to apply part of the proceeds to the contracting of consulting services for the Resettlement Action Plan (RAP) Completion Audit of the Project, covering Mozambique side.
The Mozambique part of the MOMA Project covered under this assignment consists of the following two components under final stage of construction:
The 400kV transmission line running from Matambo Substation in Tete, up to the border with Malawi, in Zóbue with an extension of approximately 142 km;
Construction of new 400kV Matambo substation including extension of the existing 220kV substation; and
Realignment of a 4.5 km section of the N301 road.
The consulting services (“the Services”) consist of carrying out the RAP Completion Audit. The overall objective of the audit is to determine whether the planning, implementation, and outcomes of resettlement activities comply with World Bank Operational Policy OP 4.12 on Involuntary Resettlement, and to verify whether resettlement and livelihood restoration measures have been implemented in a manner that enables Project Affected People (PAPs) to restore or improve their livelihoods and living standards compared to pre-project conditions. The audit shall also confirm whether all RAP commitments have been fully implemented or identify any outstanding corrective actions required to ensure full compliance.

The Electricidade de Moçambique E.P., now invites eligible consulting firms (“Consultants”) to express their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
(i) At least ten (10) years of experience in implementing RAP related assignments including audits in social field;
(ii) Demonstrated knowledge of the national (Mozambican) safeguards regulatory framework and international standards such as the environmental and social standards of the World Bank Group or regional development banks;
(iii) Description of at least three (3) assignments of similar nature and magnitude, executed in the last 10 years demonstrating the consultant’s experience relevant to the proposed assignment;
The above information shall be attached as supporting documentation for the expression of interest. Key Experts will not be evaluated at the shortlisting stage.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.13, 3.15, and 3.16 of the World Bank’s “Procurement Regulations for IPF Borrowers” February 2025 edition (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
The Consultant will be selected in accordance with the Consultant Qualification Selection (CQS) method set out in the Procurement Regulations.
