ELECTRICITY III PROJECT
1. The Government of Mozambique has received funds from the African Development Fund (ADF) to finance jointly with the Organisation of the Petroleum Exporting Countries Fund for International Development (OFID) the Mozambique Electricity III Project and intends to apply part of the proceeds of this loan to eligible payments for technical assistance services to the construction and commissioning of 33kV and 0.4kV distribution networks.
2. The summary of the services to be carried out by the individual consultant will include but not limited to:
• General coordination of the construction phase involving technical assistance for the project organization, coordination, monitoring and reporting of various activities;
• In a full time basis, support the EDM Project Implementation Unit (PIU) in supervision, safe operation during construction, cost and quality control to completion and commissioning of works;
• Certify contractor’s progress payments and duties & VAT reimbursements (if any), review time schedule and forecast delays as well as means for overcoming them;
• Prepare and update disbursement schedules and estimate any need for additional funds;
• Supervise and monitor the employment of measures to mitigate the environmental impacts;
• Assist the client during the defects liability period, which is scheduled for 12 (twelve) months of duration starting from the completion and taking over of the project by EDM.
The assignment is composed of two similar components to be carried out in two different areas, one to supervise in a full time basis and on site, the works of Package 1 in Gaza and Inhambane Provinces and the other for Package 2, which will be carried out in Nampula Province.
3. Electricidade de Moçambique, E.P. now invites individual regional consultants to express their interest in providing the above services. Interested individual consultants must provide a statement of capability and experience indicating that they are qualified to perform the services (academic background, description of similar assignments, experience in similar conditions, knowledge of the local conditions such as language, culture, administrative system, government, etc).
4. Interested individual regional consultants may express their interest in both components of the assignment; however, due to the conflicting nature of the services involved (both components shall run at the same time in two different areas), no consultants shall be eligible for contract award for more than one assignment’s component.
5. The short listing of the consultants shall be broadly based on the following thresholds:
• Registered professional electrical engineer or a professional engineer with a degree in electrical engineering with not less than 7 (seven) years experience in the design and supervision of works relevant for the project;
• Overall experience of the consultant on the field of assignment and its comparable assignments for at least 3 (three) similar assignments both in scope, complexity and monetary value;
• Professional reputation of the consultant and his experience in previous assignments;
• Knowledge of the project environment in Mozambique and of the Sub-Saharan Africa and the implication for the project.
6. A short list of six individual regional consultants will be compiled in accordance with the procedures set out in the African Development Bank’s Rules and Procedures for the Use of Consultants, May 2008 Edition.
7. The expressions of Interest written in English language must be marked “EXPRESSION OF INTEREST FOR TECHNICAL ASSISTANCE SERVICES TO ELECTRICITY III PROJECT
– Package 1” and/or “EXPRESSION OF INTEREST FOR TECHNICAL ASSISTANCE SERVICES TO ELECTRICITY III PROJECT – Package 2”. The EoI’s must be delivered to the address below not later than 16th July 2010 at 12.00hrs, Noon (local time).
